Description

Newspaper article that discusses the importance of eliminating illiteracy among adult immigrants. Dr. Edwin C. Broom pushed the idea of using "Pershing's Rule". General Pershing ordered compulsory studies for army soldiers who could not read or write. The John B. Stetson Company reported on have roughly 1247 immigrants working for the company, with only 3 declaring the intent to become naturalized citizens. The push for compulsory studies would help the remaining immigrants to learn to read and write in English in order to apply for citizenship.
